  • Nora Phillips is a founding partner of Phillips & Urias, LLP and has dedicated her career to fighting for immigrant rights. Ms. Phillips is a graduate of the DePaul University College of Law in Chicago, Illinois. She has been licensed to practice law in Illinois since 2007 and her practice consists exclusively of immigration law.

    Ms. Phillips is a national expert on U Nonimmigrant Status and DACA, presents extensively to the legal community on these remedies, and serves as an informal adviser on immigration matters to the Los Angeles Office of the Federal Public Defender and the Los Angeles County Public Defender’s Office. Ms. Phillips practices trauma-informed lawyering and has trained attorneys on how to effectively interview clients who have survived trauma. Ms. Phillips sits on the Executive Committee of the Los Angeles County Bar Association Immigration Section and, in that capacity, serves as liaison to the Los Angeles Police Department relating to departmental U Visa policy. Ms. Phillips also has significant experience in the areas of VAWA Self-Petitions, DACA, Advance Parole, and Humanitarian Parole, and has also handled TPS, naturalization, and family-based immigration cases, including removal of conditions of residence (joint and waiver).

    Prior to opening her own practice, Ms. Phillips worked as a Staff Attorney for the Central American Resource Center (CARECEN) where she focused on U Nonimmigrant Status, VAWA Self-Petitions, Deferred Action for Childhood Arrivals (DACA), and represented clients in removal proceedings.
    Ms. Phillips was an Equal Justice Works Fellow at the Legal Assistance Foundation of Metropolitan Chicago from 2007-2009 where she specialized in U Nonimmigrant Status for crime victims. Ms. Phillips also represented clients in removal proceedings, including individuals in ICE custody with severe mental health issues.

    Ms. Phillips is on the Executive Committee of the Los Angeles County Bar Association Immigration Section.

    Ms. Phillips is also the Legal Director of Al Otro Lado, a non-profit organization she co-founded to assist indigent deportees, refugees, and migrants in Tijuana, Mexico.

    Ms. Phillips is fluent in Spanish and French.
